In the mid-1980s, Canadian developer Olympia & York bought the land above a set of submerged rail tracks on a grungy block on Manhattan’s West Side, hoping one day to build a giant office complex on top.

Three decades later, that day has finally come, as successor companyBrookfield Property Partners is plowing ahead with a giant $2 billion glass tower.
